The Taliban plans and carries out attacks with the cooperation of foreign terrorist groups, including al Qaeda, Afghanistan's intelligence agency said on Tuesday.
The statement comes a day after the Taliban carried out a major attack on provincial headquarter of National Directorate of Security in northern Samangan, killing 11 people and wounding 63 others.
NDS said that the Taliban is not fulfilling its obligations under its deal with the United States and has stepped up its offensive following the deal.
“The Taliban terrorist group has intensified its attacks on civilians and public infrastructure since the start of negotiations and the signing of the peace agreement,” the statement said.
